I think it depends on the purpose. If it can be achieved solely by email, then that's fine.
However, with email we lose quite a lot of information, including non-verbal cues. When the purpose is to build connection, I wouldn’t skip it.
For action items, that’s a great approach for certain types of one-to-ones.

My controversial take is to not have an agenda most of the time 😅
I think that 30-40% of the o3 meetings is spent on personal conversation. Taking about families, lives, and so on.
To me that’s one of the critical goals - to build personal connection, that they’ll feel someone cares about them.
For me, that was part of the 'Curiosity' aspect (as it's for personal matters too).
When the purpose is to build personal connections, a no-agenda approach, along with a significant portion for personal updates, serves the purpose well.
